Serco FFG Program Analyst in Washington, District Of Columbia

Position Description

Are you looking for a Program Analyst role that is part of a team of analysts, engineers, and support personnel providing acquisition support to the U.S. Navy Shipbuilding programs? As a part of this dynamic team located in Washington, D.C., you will be expected to bring your inquisitiveness, drive, and collaborative skills to make an impact towards our military defense and safety of our sailors.

The Program Analyst will provide support in researching, planning, budgeting, managing, conducting, executing acquisition activities for the Functional and Detail Design team. You will work closely with senior government personnel to establish technical and programmatic requirements, coordinate testing resources across multiple locations, and conduct financial execution reviews on New Construction Constellation Class Frigates.

In this role, you will:

  • Support the Technical Branch Head (PAPM) by helping plan and execute Accountability Boards to include scheduling, managing attendees, reviewing briefing materials, keeping Action Items, and official minutes.

  • Facilitate various design and risk splinter sessions during Quarterly Ship Program Reviews (SPRs) at Fincantieri Marine Marinette shipyard as required.

  • Prepare briefs, whitepapers, and other documentation to support acquisition milestones, gate reviews, and other taskers to Navy leadership at SES level.

  • Coordinate activities across the task to ensure proper staffing and timely input provided to PAPM and Program Manager.

  • Provide analysis of program objectives and performance. Make recommendations to improve.

  • Interface with senior Navy Leaders across stakeholder commands, as well as Shipyards and OEM representatives, while representing the program to share program objectives or gather information relative to the construction, test, and delivery of FFG 62 class ships. Communicate with stakeholders to ensure adherence to ship planning schedule.

  • Risk and lien maintenance, formally track the identification/creation, progress, and closure of all technical risks and liens against the drawings, model, and design of the ship.

  • Program Office representative for various working groups and meetings. Responsible for taking actions on behalf of the program and completing them.

  • Be a part of Design Swarm Team running daily morning and afternoon sync meetings and preparing briefs for flag leadership and DASN.

Qualifications

To be successful in this role, you will need:

  • A Bachelor's degree in a business or related field.

  • At least five years of relevant experience.

  • A current or active DoD Secret security clearance, or must be able to obtain and maintain a DoD Secret security clearance.

  • Proficiency in the Microsoft Office Suite to include Word, Excel, and PowerPoint.

  • Exemplary verbal and written communications skills.

  • The ability to perform frequent internal and external customer interface including regularly scheduled and ad hoc meetings.

  • The ability to travel up to 75% of the time.

In compliance with the District of Columbia’s Equal Pay for Equal Work Act, the salary range for this role is 68,974.77 to 112,085.42; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
