Job Description Background:

The SLVR ISEA supports all of the life cycle engineering efforts for the SLVR systems and the LCC. These responsibilities include overall engineering, test, maintenance, and logistics requirements necessary to continue successful deployment and sustainment of the SLVR systems and the LCC in the fleet. The SLVR is a mission critical receiver that receives U.S. and joint NATO Very Low Frequency/Low Frequency tactical and strategic message traffic. The SLVR supports the missions of Joint Strike and Joint Littoral Warfare, Joint ISR, Joint C4 and IW, Strategic Deterrence.

Duties:

• Technical Assistant:

o Provide telephone and/or e-mail support services to resolve equipment malfunctions, technical assistance, and logistics information required to return a SLVR system(s) to operational status. The contractor shall provide:

  • Remote assistance with troubleshooting

 - Recommendations to return the damaged or malfunctioning component(s)

 - Logistics support for obtaining replacement components

o Open or update a REMEDY trouble ticket, annotate all pertinent information, update CASREP information in the SPAWAR CASREP Response Action Tracking System (SCRAT) when applicable, and track the status until resolution of the problem at which time the contractor shall close the ticket. Keep the IPT Lead informed of all distance support status until resolution. Provide a Technical Assistant Visit Report (TAVR) to all communities of interests for any onsite assistance.

• Fleet Engineering Support:

o Provide Fleet Engineering Activities Support including but not limited to:

 - Engineering services support and coordination of the installation, test and evaluation of specific alterations/changes to equipment/systems/services

  • Engineering investigations to evaluate reliability, availability and maintainability to ensure the impact of engineering changes on performance, reliability, and safety

  • Identifying and supporting corrections or improvements that translates into detailed Engineering Change Requests (ECRs), Engineering Changes (ECs), and Field Changes (FCs). Participate in the SLVR System Engineering/Install Meetings and provide the IPT Lead with technical inputs detailing recommended solutions, which balance the technical aspects, production elements, and costs to resolve each of the ECRs, ECs, and FCs.

  • Risk Management Support. Identifying and assessing system's operational and maintenance hazards, analyzing controls, developing and utilizing mitigation plans.

• Maintenance Support:

o Provide maintenance support activities including but not limited to troubleshooting & correcting installation problems, design problems, system/service instability problems, and issues related to support required relative to the design, operation, and logistics support that is not directly related to Fleet Technical Assists (i.e. corrective maintenance). The contractor shall ensure maintenance support actions are documented in the SPAWAR REMEDY database.

• Testing and Evaluation:

o Perform System and Module Test (SMT) or SMT Spares on all assets returned from the Fleet or received from an original equipment manufacturer (OEM), other Depot repair facilities, or contracted repair vendor. For any ISEA asset which fails the SMT or SMT Spares:

  • Conduct failure analysis

  • Perform adjustment or repair of the asset to Material Condition Code (MCC) “A” Ready for Issue (RFI)

  • There will be up to 5 (five) SLVR assets per month returned from the Fleet. If an asset fails either the SMT or SMT Spares and cannot be repaired by the contractor, notify the IPT Lead for resolution. Demonstrate that each SLVR ISEA item repaired under this task passed either the SMT or the SMT Spares and was returned to MCC “A.”

• Technical Documentation:

o Develop, update, review, manage and maintain project engineering, logistics, configuration management, and training documentation and drawings in accordance with approved policies, processes, and guidelines for the system.

• Configuration Management:

o Provide CM support consists of planning, configuration identification, change control, configuration status accounting, configuration verification & audit, technical data development, analyses, reviews and configuration reporting. Ensure technical data control of the operational equipment/systems hardware, software, technical documentation and computer program configuration baselines. Provide support in the development.

Required Skills Qualifications: • A minimum of 3 years of experience (within the last 5 years) in maintenance, operation, and troubleshooting of the SLVR AN/WRR-12, AN/WRR-12A, and AN/WRR-12B systems and the ST-3512 Local Control Computer (LCC). • Familiarity with: o System and Module Test (SMT) Procedure for the AN/WRR-12 Digital Data Receiving Set and Spares o SLVR-ENG WI001-R0 Inspection and Testing Requires a Bachelor's degree and 8-10 years
