The Site Manager works as the primary lead for the Okinawa 3PL operation, tasked with developing program objectives and manage program execution for all 3PL activities on behalf of Serco. Expertise and work efforts are focused on the analysis of the customer's business goals, objectives, needs and the general business environment to solve logistical problems, along with overall execution of day-to-day activities of all Serco personnel and sub-contractors on-island. Prepares and presents technical data and briefings on a regular basis to Serco managers.

Duties will be performed at customer's site in Okinawa Japan. May have Business Development responsibilities in support of 3PL expansion efforts.

Familiar with a variety of HAZMAT concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of tasks, assigned both by Serco Program Manager for the contract and also by Okinawa customers/leadership as required. A wide degree of creativity and latitude is expected.

Required Skills Requires a Bachelor's degree (or equivalent years of experience) and 5-7 years of direct management experience in the logistics field (or similar industry).

Must be able to obtain and maintain a favorable adjudicated background investigation.

Ability to use IT systems for control and management of HM ashore will also be required in order to adequately oversee 3PL operations. Must be able to coordinate the day-to-day activities of all personnel supporting the Okinawa 3PL operation, so previous management experience is desired. Demonstrated knowledge of Navy and Marine Corps Hazardous Material Control and Management (HMC&M) processes/procedures, warehousing, handling, and safety procedures, along with HM management software programs such as HMIRS and FedLog for inventory research is desired. Previous experience leading teams of employees in a warehouse/operational setting is desired. Work is generally performed in a mixed warehouse/office environment with varying working conditions. Job assignment will require working at overseas client site, with some travel being required.

Technical training/experience in Navy Supply procedures and IT systems used in HM management processes including some or all of the following:

• HM Inventory Management

• Stock identification and inventory processes

• IT systems for HM: HMMS, HMIRS and FedLog

• HM Minimization Center Operations

Department Our services in the Defense business unit support all branches of the U.S. military and the intelligence community.
