Serco supports the U.S. Space Force as a prime by providing 24x7 services to manage, maintain, and provide logistical and general support for the Space Fence system. Space Fence is a second-generation ground-based S-Band radar space surveillance system, strengthening U.S. space superiority through improved Space Domain Awareness (SDA).

As the Site Manager (Site 1), in Kwajalein Atoll, Serco-NA, in conjunction with the newly formed United States Space Force (USSF) you will be responsible for managing a team of Maintenance Technicians and System Administrators in performing day-to-day maintenance of the radar physical equipment and electronic systems, as well as performing contingency operator duties when military operators are unavailable.

Serco is seeking a strong leader to direct the full range of functions pertaining to the maintenance of the Space Fence.

In this role, you will:

  • Manage and lead an on-site team of 10-15 personnel at a remote jobsite.

  • Maintain shift schedules to ensure 24/7 Maintenance and System Administrator coverage.

  • Oversee System Administrators, Radar and Communication Maintenance personnel, Maintenance Electricians and Mechanics and Supply Specialist in the performance of day-to-day activities.

  • Work with Project Management Office (PMO) personnel to develop and administer policies and procedures consistent with contract requirements and corporate policies.

  • Provide onsite operations and maintenance training as required. Assist Knowledge and Training Manager with tracking and ensuring site personnel are trained.

  • Perform contingency radar operator duties as required.

Ensure performance meets contractual performance objectives

  • Oversee site maintenance, safety, security, quality, facility maintenance and protection, while also maintaining the ability to support contingency operations when needed.

  • Exercise authority to act for the contract on matters relating to daily operations.

  • Ensure continuous, uninterrupted mission maintenance/operations during all Force Protection and Defense Conditions.

  • Ensure completion of all periodic maintenance inspections (PMIs) as required by equipment Technical Orders.

  • Write and submit to PMO, various monthly deliverable, as part of contract CDRLs.

  • Oversee the collection and reporting of all site workload data to the customer and develop contract-required plans and processes.

  • Ensure timely reporting of all weekly, monthly, and annual project documentation deliverables.

Communicate/collaborate with Military, Government, and Serco Management personnel

  • Maintain open communications with the site customer, site staff, military radar operators, and other contract stakeholders.

  • Prepare briefings for and participate in both ADHOC or regularly recurring status, planning calls and meetings.

  • Oversee development of detailed reports briefing emergency or unusual events.

  • Work with military personnel to prioritize and schedule maintenance activities and radar downtime as required.

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret clearance.

  • Bachelor's degree or a high school diploma/GED with 10+ years' direct experience in managing complex electronics /radar/ sensor operation and maintenance activities similar to Space Fence.

  • 5+ years' experience in the management of complex technical Operations and Maintenance (O&M) functions, personnel supervision, and running 24/7 operations.

  • Proven leadership experience of teams of 10 people or greater.

  • Physical exam is required as a contingency upon offer.

  • Travel up to 10% of the time (if required).

  • Strong written and verbal communication skills.

Additional desired experience and skills:

  • Lean Six Sigma certification highly desirable.

  • Experience with AF/SF sensor operations or other service equivalency is desirable.

  • Knowledge of the space surveillance network and satellite catalog is desirable.

  • Experience with IMDS data reporting.

In compliance with state and local laws regarding pay transparency, the salary range for this role is $101,939 to $169,898; however, Serco considers several factors when extending an offer, including but not limited to, the role and associated responsibilities, a candidate's work experience, education/training, and key skills.
