Position Description

Serco offers program support services to the US Army Security Assistance Command (USASAC). They administer the Army Foreign Military Sales (FMS) initiative and serves as the Executive Agent for the Army Security Assistance Program. They require programmatic support to meet the requirements of FMS staff support throughout the entire FMS CASE Life Cycle from Case Development through Case Closure, including, performance analysis and business process design, workforce training and leader development.

This position is contingent upon your ability to obtain/maintain/transfer your Secret clearance.

This position is not currently funded/active and is contingent upon being award the contract. You will have a critical and visible role on a team that provides assistance, supports operations, conducts research, and provides recommendations to USASAC in the development and execution of global Security Assistance programs. Our team of professionals provides analyses, assistance, input and recommendations for the development of FMS cases to accommodate a customer's unique requirements.

This position provides support for strategic, operational, and tactical level personnel recovery requirements and initiatives; projects and tracks program milestones and completion status; and assists with improving program efficiencies. Develops briefings and assists with briefing execution. Prepares cost and budget analyses and resource estimates as required, updates schedules, develops reports, responds to taskers, develops other required deliverables, and performs other related activities to improve overall operations.

In this role, you will:

  • Perform personnel recovery planning and develops personnel recovery plans as a task lead, functional lead, or individual contributor. Develop policies and procedures for the command to report, locate, support, recover, and reintegrate personnel in the event they become isolated.

  • Carry out personnel recovery tasks as directed by a government lead and provides timely updates and reports through U.S. Army Security Assistance Training Management Organization (SATMO) Operations Directorate.

  • Perform operational risk assessments; develop personnel recovery strategies, plans, and concepts; create and document personnel recovery response procedures.

  • Communicate with personnel recovery cells, centers, and entities in applicable geographic and functional headquarters. This includes planning and execution of personnel recovery operations in exercises and real-world scenarios.

  • Identify threats and their likelihood of occurrence, evaluate these risks, and provide guidelines to address risks.

  • Support the design, development, installation, implementation, and administration of personnel recovery solutions (e.g., Evasion Plans of Action).

  • Provide input, recommendations, coordination (administrative, facilities, communication, transportation, training, equipment, etc.) and other support for effective personnel recovery planning and execution during the conduct of Security Assistance and engagements with U.S. and foreign Government representatives.

  • Provide recommendations for the formulation and revision of draft memoranda of agreements with external organizations as needed.

  • As requested, provide LNO support regarding personnel recovery considerations to the Army Service Component Commands (ASCCs) and Geographic Combatant Commands (GCCs), representing SATMO and USASAC leadership. Serve as a conduit to the ASCC and GCC to ensure USASAC/SATMO alignment with force protection and personnel recovery requirements of the Commander’s operational plans. Keep SATMO leadership apprised of events in respective ASCC areas of operation / GCC areas of responsibility concentrating on those personnel recovery issues affecting USASAC/SATMO. Review, analyze, transmit, and recommend USASAC/SATMO personnel recovery courses of action in support of ASCC and GCC missions.

  • Provide program management support and recommendations for Army and Joint Personnel Recovery systems. Support includes the integration of data based on the USASAC/SATMO requirements, program policies, procedures; and the mission data obtained from unit leaders.

  • Provide analysis and recommendations and conduct research through data collection and analytical methodologies to optimize program management to meet Commander’s Personnel Recovery program objectives. Utilize such systems as Personnel Recovery Management Software (PRMS), Joint SARSAT Electronic Tracking System (JSETS), Short Burst Data Domain Administrator system, or other equivalent Personnel Locator Beacon (PLB) monitoring systems.

  • Perform research and analysis of Personnel Recovery articles, training, and services requested by the customer and report the projected and actual impacts of Operations and Support (O&S), sustainability, availability, and costs of ownership of articles, training, and services required to operate, maintain, and sustain personnel recovery systems.

  • Provide subject matter expertise and advise on Personnel Recovery considerations and planning factors throughout the FMS lifecycle ranging from Pre-Letter of Request (LOR) activities through case execution and closure. These FMS lifecycle activities include meetings, briefings, case and contract development, and when necessary, efforts required to respond to Requests for Information (RFI) and Requests for Support (RFS).

  • Track deployment of personnel supporting delivery of FMS defense articles, training, and services from the time of initial deployment through delivery of assets, training and services in country to full redeployment of personnel. Status shall be monitored and updated to reflect personnel changes in status such as isolation, missing, detained, captured, or abducted. In the case of isolation, missing, detained, captured, or abducted SATMO personnel, assist U.S. Government in coordination of personnel recovery actions in accordance with DoD Directive 3002.01E, Personnel Recovery in the Department of Defense.

  • Maintain oversight of personnel recovery education training requirements and conduct local training in accordance with DoDI O-3002.05, especially those personnel at High Risk of Isolation, Capture, or Exploitation.

  • Support the integration, maintenance, and training of specialized equipment required for the assistance of survival, evasion and personnel recovery including, but not limited to, Search and Rescue (SAR) emergency beacons, personal locator beacons and survival equipment and instruments. Provide requisite training for specialized equipment required for use by supported personnel in accordance with DoDI 3002.02.

Qualifications

To be successful in this role, you will have:

  • The ability to obtain and maintain a DOD Secret Security Clearance

  • 5 years of experience (DOD personnel recovery planning and operations experience Highly preferred)

  • Associate's degree in technical or business discipline from an accredited academic program.

  • Possess knowledge of personnel recovery trends and best practices for improving organizational and personnel recovery program efficiency and effectiveness.

  • Proficiency with Power Point, Excel, Share Point, and other business operations tools.

  • Ability to travel up to 10% of the time as needed.

Additional desired experience and skills:

  • Bachelor’s degree in one of the following areas: Operations Research, Physical Sciences, Mathematics, Business/Finance, Accounting, Economics, Business Management, Operations Management, Supply Chain Management, Human Resource Management, Education, Social Science, Strategic Studies, Foreign Policy, International Studies, Political Science

  • Relevant DoD training and/or certifications in personnel recovery.
