Position Description

Serco is seekingamotivatedFederal Healthcare Policy Expert to join our talented and fast-paced PublicSector Solutions team, which supportsfederalprogramsassistingmillions of peopleseekinggovernmenthealthcoverage. This dynamic positionwill primarily workon the CMS Eligibility Support (ES) Contracttolead the development and transformation ofprogram policies and processesthat review,adjudicate, andassistconsumerin verifyinginformation to meet theirMarketplaceapplicationeligibilityrequirements.The candidate will also providepolicyand programadvisory servicesfor related programsthat mayimpactFederal Health InsuranceMarketplaceeligibility—such asMedicare,Medicaid,CHIP—as well assupportbusinessdevelopmentand growthin these areas. As such, the candidateinthis role will closely collaborate with Serco Leadership; Service Delivery, IT,Operationsand growthteams; and CMS Executivesand subject matter experts.

The candidate(s)in this position ideally brings unique combination ofsubject matterexpertisein federal healthpolicy andprogramoperations,particularlythe FederalHealth Insurance Marketplace, includingtechnical understanding of eligibility and enrollment processes to coordinate andoptimizemultiple aspects of verificationand program integrityoperations.

As a Federal Healthcare Policy Expert, you will:

  • Serve as health policy subject matter expert integrating knowledge of the eligibility policy totheFederal Health InsuranceMarketplaceverification program process and operations. This includes:

  • Support ES verification leadership and teams (business, operations, and systems teams) onprogramrequirements as policy changes or processes are improved or enhanced.

  • Incorporate policy changes and operationalize new or revised guidance.

  • Manage and/or coordinate priority projects that crosscut multiple teams and product lines to analyze business, functional, and technical requirements; draft operational plans and documentation; and develop performance analytics.

  • Adviseonfederal regulation and healthpolicy changes that wouldimpactFederal Health InsuranceMarketplaceeligibility and enrollment operations.

  • Monitorfederalbudget andhealth policy-related guidance, regulations, and legislation.

  • Proactively assess policiesthat may havean impact on consumersapplying for health insurance through theFederal Health InsuranceMarketplaceand provide in-depth analysis and recommendations.

  • Keep informed on CMS programs and latest health policy analysis, research, evaluations, and reports from government, industry, think tanks, and advocacy organizations to inform ES program operations and improvements.

  • Develop strategic planning and program improvements initiatives that wouldoptimizeFederal Health InsuranceMarketplace eligibility processingand enhance consumer enrollment outcomes.

  • Supportinternal and external audits andprocesses

  • Work withCMS to design, develop andconductinternalaudits ofprogrammanagement controlsandprocesses to ensure compliance with programand contract requirements.(Unrelated to health insuranceplanexperience).

  • Support client in external audits byextracting, reviewing,analyzingand responding to auditors and on selectedcasesreviewed.

  • Provide project managementbytrackingprogram audit activities paying close attention to deadlines, consistent documentation, and high-quality deliverables.

  • Perform liaison role delivering executive level communication and consultation to CMS and Serco.

  • Deliver high-level, strategic written and oral briefings to ES and Serco Leadership with clear andconcise descriptionson policy and/or program changes including options, requirements, and potential impact.

  • Collaboratively with CMS and Serco teams, produce high-level, well-written memos, briefs, analysis, evaluations,reportsand presentations.

  • Develop andmaintaineffective and efficient working relationships with the Client, interfacing with government SMEs and Serco teams.

  • Support PSS business development and growth.

  • Performs other tasks asrequiredor assigned.

Qualifications

To be successful in this role, you must have:

  • Bachelor’s orMaster’sdegree in public health, health administration, government or public policy, or otherappropriate advanceddegree.

  • Minimum five years’ experienceprovidingFederal Health InsuranceMarketplacepolicyexpertisein government or advocacy organization.

  • Preferred,three years ofproject managementexperience.

Additional desired qualifications:

  • High-level expertise in Affordable Care Actlegislative,regulatoryand sub-regulatory guidance.

  • Well-versed on theFederal Health InsuranceMarketplace’seligibility and enrollment processesand the operations that support verifications.

  • Knowledge of other federal healthcareprograms (such as Medicaid, Children’s Health Insurance Program and Medicare) and private health insurance industry.

  • Understandingand experienceinprogram integrityorfederal government health careprogramauditing.

  • Extensive knowledge of the techniques and methods of conducting policy analysis.

  • Demonstrated capabilities in qualitative and quantitative research,evaluationandanalysis, especiallyrelated to CMS programs.

  • Demonstrated good judgment, a well-developed sense of propriety, political acumen,andthe ability to think constructively.

  • Experience supporting business development and growth.

  • Ability to deal with complex and changing policy and political environment.

  • Strong leadership and organizational skills.

  • Exceptional interpersonal andclient management skills.

  • Excellentverbal and written communications skills.
