Serco-NA is seeking a Submarine Requirements Analyst for the COLUMBIA Class program office in the Washington, DC area. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense.

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

General Duties:

  • Support the development and validation of requirements for the Columbia (CLB) Class submarine.

  • Provide expert subject matter advice for mechanical system for hydraulics, atmosphere support systems, air systems, seawater systems, freshwater systems, plumbing system, and damage control equipment.

  • Support and collaborate with other groups and system experts in support of Logistical Technical Documentation (LTD) reviews for development of CLB Class operating procedures, casualty procedures, operating instructions, and technical manuals to ensure they are accurate and current.

  • Support and collaborate with Logistics Group (L-Group) for development of maintenance procedures for CLB Class systems and equipment along with the advising on the periodicities in which these maintenance procedures are performed.

  • Perform periodic audits on internal processes to ensure subsafe requirements are met.

  • Participate in working group meetings, special advisory boards, off-sites, audit teams, and other meetings needed to address matters related to development of LTD products and maintenance requirements.

  • Provide technical and management support to the Warfare Requirements Officer in the areas of systems engineering, systems (hardware/software) architecture definition, system integration, technology refresh, problem investigation and resolution, trade-off analyses, and special research and studies as required.

  • Support the Warfare Requirements group and work across project teams to coordinate schedules, cost estimates, and developing program policy documents.

  • Review data from technical diagrams, equipment drawings, and GFI and provides comments and recommendations for Government final approval.

  • Review Hull, Mechanical, and Engineering (HM&E), Combat System and Non-propulsion Electronic Systems (NPES) architectures, technical requirements, test plans, and interfaces for accuracy and completeness.

  • Provide technical expertise needed to plan, organize, provide support to, and participate in technical reviews and major milestone and Top Management Attention (TMA) reviews.

  • Apply engineering and analytical discipline to ensure that safety is considered in all aspects of design, development, testing, operation, maintenance, and modification of systems.

  • Provide engineering and analytical discipline to identify, document, and verify the functional, performance, and physical characteristics of mechanical systems onboard CLB.

  • Apply engineering, analytical, and technical disciplines to establish and maintain engineering, operation, and maintenance support for in-service warfighting capabilities as well as supporting the future capability to modernize or introduce transformational technologies into those future capabilities.

  • Assist in developing/updating inputs to the Life Cycle Sustainment Plan (LCSP) to identify supportability problem areas, evaluate the impact of LCSP shortfalls, and recommend actions to correct/alleviate identified support problems using data provided as GFI.

Qualifications

Education and Preferred Experience:

  • U.S. Citizenship and the ability to obtain/maintain a Secret clearance.

  • Bachelor's degree in any technical or managerial discipline and 10-12 years experience. Degree requirement may be substituted if individual has 20 plus years of experience.

  • 10% travel.

  • Detailed knowledge of submarine Strategic Weapon Systems operating procedures (OPs), operating instruction (OIs), and casualty procedures (CPs) in support of developing the COLUMBIA Class logistical technical documentation (LTD) products.

  • Operational experience as part of an SSBN crew within the last five years.
