Serco-NA is seeking a motivated Submarine Military Logistics Analyst to provide oversight for the COLUMBIA Class program office in Washington, DC. This program office is responsible for identifying, assembling, managing, directing, and coordinating the resources required for the R&D, design, construction, Test and Evaluation and Live Fire Test and Evaluation of the COLUMBIA Class submarine. The program is a major defense acquisition program and is of significant political importance with Congress and the Office of the Secretary of Defense.

Serco supports the US Navy as a prime for their Team Submarine contract supporting the acquisition of submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.

The Logistics Readiness Analyst reports to the Supply Support Readiness Manager (SSRM) and performs the following duties:

  • Serves as the COLUMBIA (CLB) Class Submarine Supply Support Readiness Subject Matter Expert on all areas of Acquisition & Sustainment Supply Support Topics to include Provisioning, Allowancing, Funding, Outfitting, Fitting Out Phases and NAVSEA ILS Certification.

  • Represents the Product Support Manager (PMS-397L) at the Supply Support Delivery Conference with the Director of FLC-N SUPSHIP Groton; documents the status of all Products Delivered to the PCU Supply Officer and takes action to ensure the final resolution / reconciliation of all outfitting shortages identified during the Delivery Supply Turn-Over Conference.

  • Establishes and acts as the Chair for the CLB Class Outfitting Execution Planning Meeting. Identifying Core Stakeholders, developing an Outfitting POAM that supports Key Construction Milestones, proactively taking actions to ensure required events are completed on time, identifying and monitoring Outfitting Program Risks to ensure the successful Outfitting and Fitting out of the Lead Ship PCU DISTRICT OF COLUMBIA (SSBN-826) and all follow-on Ships of the COLUMBIA Class.

  • Assist the PMS-397L NAVSEA Certification Manager with the collection of the Platform Integrated Logistic Support (ILS) documentation, reviewing ILS Supply Support Deliverables and obtaining PCU Crew receipt acknowledgement of ILS Products.

  • Serves as the Provisioning Lead: supports provisioning related events including the Development of Provisioning Metrics, Briefs to Flag Level Leaders during In-Service Reviews (ISR) for the Program Manager (PM), Product Support Manager (PSM) and other senior stakeholders. Participates in provisioning product quality discussions and process improvement meetings with both Internal and External stakeholders. Provides input to update existing provisioning policy and guidance.

  • Participates in all CLB Class Submarine Supply Support meetings including Supply Support Process Integration Team (SS PIT), Supply Support Working Group (SSWG) and other CLB Class Supply Support Events.

  • Serves as the PMS-397L13 Supply Support Onsite Representative (OSR), at the Electric Boat Shipyard, Groton, CT. In this capacity the OSR acts as primary liaison between the Supervisor of Shipbuilding Groton, Director NAVSUP Fleet Logistic Center Norfolk Groton Detachment, and Electric Boat personnel on behalf of the CLB Class Supply Support Readiness Manager (PMS-397L13) and Product Support Manager (PMS-397L).

  • Co-Chairs the CLB Class COSAL Maintenance Action (CMA) review panel. In this capacity the Supply Support SME will review all available technical information and will provide the Supply Support Readiness Manager with a Technical Recommendation and Justification for each HME COSAL CMA Processed.

  • Responds to both Internal and External request for SME comments and opinion for documentation in the areas of Supply Support Policy and Guidance, to include NAVSEA, SSP, OPNAV, NAVSUP, COMSUBFOR instructions, notices and publications. All reviews to consider change or update that impacts the Acquisition, Construction, Sustainment and Disposal of the CLB Class Submarine Program.

  • Liaisons with the Naval Reactors on-site logistic representative (SEA-08H / SUP N94) on all supply support material matters pertaining to the Steam and Electric (S&E) portion of the “HME” COSAL and the Reactor Plant (“Q” COSAL).

  • Coordinates with the Navy Food Management Team and the CLB Class PCU Supply Officer and Food Service Operations personal in support of establishing food service operations on the platforms during the initial habitability of new construction.

  • Document all Outfitting and Fitting Out related CLB Class Supply Support agreements, process improvements, procedures and requirements to include but not limited to the Outfitting Management Plan, CLB Supply Readiness Manager Guide Book, Stowage Management Plan, CLB SRMMP, Pre-Commissioning Supply Officer Guidebook and PMS-397L ILS Readiness Certification Checklist.

  • Acts as the PMS-397L Team Leader for the Naval Tactical Command Support System (NTCSS), initialization. Liaison with Naval Information Warfare Center (NIWC) Atlantic for the Shipboard Installation effort to include the Relational Supply (R-SUP) and Operational Maintenance Management System – Next Generation (OMMS-NG) applications or their successor applications.

Qualifications

Education and Required/Preferred Experience:

  • A Final Secret Clearance is required to be considered for this position.

  • A Bachelor’s Degree is required plus 10-12 years experience.

  • Ability to understand and succinctly summarize, communicate, and document technical issues.

  • Familiarity with Microsoft Office Suite applications.

  • Familiarity with Navy shipboard and submarine systems, procedures, and processes.

  • Excellent knowledge of current DOD, Navy and NAVSEA logistic policies and regulations governing the Acquisition and Sustainment of New Construction Submarines and related Weapon Systems.

  • Thorough knowledge of current NAVSUP and COMSUBFOR policies and regulations governing Supply Chain Management procedures and practices.

  • Completion of Defense Acquisition University - Life Cycle Logistic (LCL) Level III.

  • Completion of Defense Acquisition University - Program Manager (PM) Level I.

  • Knowledge of the SECNAV correspondence manual, English grammar, and NAVSEA letter writing practices.

  • 10% travel is required.
